The Request for Proposals (RFP) for Artistic Services for Mosaic Design, Fabrication, and Installation has been released.  The submittal deadline is Wednesday, December 18th at 5:00pm.  Responses may be submitted electronically to the RMC General Inbox at info@rmc.ca.gov with carbon copy to Salian Garcia at sgarcia@rmc.ca.gov.

RFP QUESTION RESPONSES

As stated in the RFP released on November 14, 2024, questions regarding this RFP must be received no later than seven (7) business days after the RFP advertisement.

Similar questions have been compiled as one question, and questions may have been paraphrased by the RMC for clarity. It is the responsibility of the Proposer to access the RMC website or the CaleProcure website for any changes or Addenda that may be posted.

Q1. Due to the size of the mosaic, is there a possibility installation may take place later than April 2025?

A1. The hard deadline is 04/01/2025, there is no installation possible past this date.

Q2. Could the budget of $30,000 be negotiated?

A2. The anticipated budget for the ensuing contract is $30,000, inclusive of materials and labor. This budget was established through the overall planning and design process. This amount is not binding, and the executed Agreement may be amended to accommodate costs or schedule conflicts.

RMC will initiate contract negotiations with the highest-scoring and most responsive proposer. In the event that a satisfactory agreement cannot be negotiated, RMC will terminate negotiations with that bidder and begin negotiations with the next highest-scoring bidder, and so on. Please see Section VIII. Contract Administrative Process of the RFP for additional details.

Q3. It appears the RFP is not requesting past work of conceptual design or images. Is that correct?

A3. A written statement of the contractor(s)’s qualifications is required to submit up to ten (10) projects, including images and details of previously completed works. Of these projects, up to five (5) projects must have been completed in the past five (5) years. Submission may include concept designs, implemented designs, or other work that will support the contractor(s)’s qualifications and experience, and demonstrate their ability to fulfill the Scope of Work. Q4. If a structure is already built and/or designed, what is the substrate surface upon which the artist will permanently adhere their mosaic artwork to? Is it vertical or horizontal area?

A4. The substrate is a concrete slab. There will be a 1” recess to accommodate for the tile and mortar setting bed. The work surface is a horizontal area. Please see the image below.

Q5. Will the lowest proposed bid be awarded the contract?

A5. The Lowest Cost Proposal will receive the highest number of points (30 points). However, all proposals will be evaluated by certain factors including but not limited to reasonableness, bid is within estimate, bid cover a wide range, hourly rates, admin/subconsultant markup, and realistic to timeline and budget. Award will be made to the responsible proper earning the highest overall score
(technical score plus cost proposal score). Please see Section VII. Selection Criteria of the RFP or additional details. All other terms and conditions set forth in the Request for Proposal shall remain in full force and effect.
