Be a part of shaping the development of the Southeast Los Angeles Cultural Center, the world-class multi-arts facility that will showcase and support the Southeast Los Angeles community. The California Natural Resources Agency is seeking applicants to serve on a panel that will advise the California Department of Parks and Recreation, the San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy, and the County of Los Angeles.

Selections Process:

• Advertisement of opportunity and solicitation of candidates through CNRA, Parks, County and partner outlets

• Applications due Wednesday, December 6, 2023

• Selection of individuals to interview, and interview by Director of State Parks, Deputy Director of State Parks, CNRA Deputy Secretary for Access, or their designees.

• Selection of panel members by Secretary for Natural Resources by mid-January 2024


Purpose: To provide advice to the state and to the county in the development of the Southeast Los Angeles Cultural Center. Qualifications: Members shall serve for two years and shall be eligible for reappointment Number: 7, with the potential for 9 jjjjjjjjjjjj jjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjjj    
Authority: Public Resource Code, Section 5876, Chapter 14 Appointing Power: Secretary of Natural Resources and Los Angeles County Supervisor, Fourth Supervisorial District as  noted below

The Secretary of the Natural Resources Agency shall appoint seven members as follows:

• One (1) representative of the SELA community with experience in municipal parks, arts, or recreation programs
• Two (2)representatives of SELA community artist nonprofit organizations.
• One (1) representative, 21 years of age or under, of SELA community youth.
• One (1) representative of a philanthropic nonprofit organization dedicated to promotion of the arts.
• One (1) representative of the Los Angeles Philharmonic Association.
• One (1) representative from the local tribal community.

*If the Los Angeles County Supervisor, Fourth Supervisorial District, elects to participate, the county supervisor may appoint two (2) members representing a county agency or the SELA community.*

*The panel shall be chaired by the Director of the California Department of Parks and Recreation and may be co-chaired by the county supervisor representing the SELA region for the fourth supervisorial district, or by their designees.*


Term:

Duties:

Advise the California Department of Parks and Recreation, the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, and the county on the logistics for completing construction and opening the cultural center to the SELA community by 2028.

Develop and recommend a vision for the cultural center that supports the existing SELA community, particularly SELA artists of all kinds, including the development of partnerships that support the cultural center.

On or before December 31, 2024, establish a work plan to set deadlines for completing the panel’s work which includes, but is not be limited to, all of the following:

• Advising on the design, ownership, operations, and governance of the cultural center.

• By January 1, 2027, developing a recommended operations plan for the cultural center, which shall not include a commitment of ongoing    state resources. The operations plan shall include, but not be limited to, both of the following elements:

– A proposed operating model with a recommendation for an operator or operators of the cultural center.
– An analysis of annual operational costs and needs, including potential staffing and maintenance costs.

• Ongoing community engagement efforts for the cultural center’s development, including the following:

– Community outreach.
– Public convening.
– Relations with local governments, state agencies, and tribal communities.
– Relations with SELA artists and schools.
– Promotion of the cultural center and its services.

• Building partnerships with, and among, the state, the county, SELA community groups, SELA cities, and other local agencies, artists, arts organizations, schools, colleges, and universities, to create arts and cultural education and programming that serves the SELA community.

• Promoting public accessibility and connectivity between the cultural center and its communities.

• Identifying potential models for funding the construction and operation of the cultural center, including public and private partnerships.
